La obra examina la educación primaria como base de la moralidad, el trabajo, la criminalidad y el ejercicio de los derechos políticos. Sitúa ese problema en Buenos-Aires, descrita como un territorio de fuerte contraste entre la ciudad culta y la Pampa, y desarrolla una reflexión sobre las condiciones naturales y económicas que influyen en el progreso social. También considera la falta de caídas de agua útiles para la industria y la necesidad de apoyarse en otros recursos y en la acción inteligente de la ley y el hombre.
