Summary
A Martian rehabilitation project has collapsed when the polar furnaces intended to melt the ice caps sink out of reach, leaving the canals dry and the administrators facing failure. The story follows Grisby, Potterboy, and newly arrived historian Theodore McGinnis as they discuss the ruined scheme, the strange Blotting Pads that absorb water and turn it to tar, and the damaged hopes for restoring Mars.
