Summary
Set in a vast galactic bureaucracy, the story follows Naron, a long-lived Rigellian who keeps records of intelligent races and those judged mature enough for the Galactic Federation. When Earth is added to the list, he learns that its people have achieved thermonuclear power while still remaining on their own planet. That contradiction leads him to remove Earth from the maturity register.
