Der Text versteht sich als Schriftführer und Stellungnahme des Deutschen National-Komitees zur Bekämpfung des Mädchenhandels. Er schildert die damalige Debatte, bestreitet, dass Deutschland davon ausgenommen sei, und ordnet den Mädchenhandel als internationales Problem mit Export, Import und Transitverkehr ein. Zugleich wird erklärt, dass Aufklärung, Agitation und Organisation die Mittel des Kampfs sind und dass die Abschaffung von Bordellen als Voraussetzung für das Verschwinden des Mädchenhandels gesehen wird.
