Der Band schildert die luxemburgische Innenpolitik im Sommer und Herbst 1918, als Wahlen zur Verfassungskammer stattfinden und Verfassungs- sowie Lebensmittelfragen den Wahlkampf bestimmen. Nach dem Patt der Parteien, dem Sturz der Regierung Kauffman und dem Versuch eines Geschäftsministeriums rückt die Bildung einer neuen Regierung in den Mittelpunkt. Zugleich tritt der Erzähler als politisch unabhängiger, sozial empfindender Schriftsteller und möglicher Vertrauensmann der Sozialisten auf.
